Bluewater's code of conduct, backed by the Prime Minister last week, states that it does not permit the "clothing which restricts the view of one's head/face with the exception of religious wear".

Michael Horwood, chairman of Dartford Youth Council, which helped draft the code, agreed with the ban. He said he would only consider the ban discriminatory if it prevented young people from wearing hoods or caps at all.
